They're so busy with their control issue, they can't even get their facts straight. "By the middle of summer" would be rather a bit more accurate since the law doesn't go into effect until 9 April and it will take as long as 60 days to get the regs written, the forms designed and sent out, and the mechanism for processing put into place.
